Occasionally a New publication will need to be published using a paper transmittal form. When this happens

1. Ensure that the transmittal form has been signed off by all necessary approvers and that it has undergone communications review.
2. Submit the publication as "Minor Revision".
1. The Authoring tool will require a Revision Date. Enter the created date in both the "created" and "revised" date boxes.
2. Enter all other metadata as usual.
3. We're likely to identify the publication as new, but as a precaution, the person submitting the document should email us at the time of submission that it is actually new.
